We are currently recruiting for a Head of IT Planning for our Systems Division in Amsterdam.

Main purpose of the role

The Head of IT Planning role enables MBE IT to align its investment budget to overall business priorities. The role holder will be accountable for creating financial and resource/skills plans to maintain safe and stable operations and deliver prioritized business change. Reporting to the Head of IT, the Head of IT Planning will hold overall (financial) management as well as control and stewardship of the IT assets and resources used in the provision and operation of IT services. The role holder will achieve this whilst ensuring compliance with all governance, legal and regulatory requirements on overall MBE IT.

Function positioning

Within MBE, the IT Division supports IT structures with regard to IT applications, infrastructure and hardware. There are 4 units in the division:

  • IT Planning
  • IT Security
  • IT Service and Delivery
  • MDS

The Head of IT Planning is responsible for IT planning based on MUFG and MBE IT strategy:

- IT governance and management

*Lead MBE IT along with MBE IT Strategy and MUFG IT Strategy

- IT related financial control and manage

- IT portfolio management of Human resources

- Engagement with MUFG IT Community, especially with EMEA Tech in MUFG

The role includes the following:

IT Governance and management:

  • Communicate with Head of MBE IT and corporate with MB member in order to align to MBE strategy.
  • IT Governance and Management is the key responsible item for the Head of IT Planning. Focus on the principle and discipline of MBE IT and create the control framework and keep it stable and rigid across all over MBE IT in line with MUFG IT Strategy.
  • Manage MBE IT Policy and Procedure to comply with the annual review and update.
  • Collaborate with MBE IT leaders and business to manage external/internal Audit and manage Open issue items.
  • Organize and schedule key meetings such as IT Management. Committee(IMC) and weekly MBE IT leaders meeting.

IT Finance control and manage

  • Manage IT Finance for system investment and MBE IT expense.
  • Oversee overall MBE IT budget plan/result.
  • Set, negotiate and agree all IT-related financial budgets plan at the beginning of financial year, ensuring that there is adequate funding for all IT targets including BAU, especially to meet development and capacity demands.
  • Accountable for the design and implementation of processes for budgeting, monitoring and reporting in particular to track costs.
  • Accountable for overseeing operational cost optimisation and cost saving.
  • Support PMO team, GYOKEI and portfolio management processes.
  • Accountable for overseeing operational cost optimisation.

Resource Management:

  • Create resource management framework and following the framework.
  • Oversee overall MBE IT human resource plan/result.
  • Create Human resource plan at the beginning of the financial year and track. the status of Head count on a monthly basis.
  • Based on HC gaps between plan and actual, analyse the impact of 1.IT. development work including BAU and 2.cost control.


  • Hold overall IT-related management, control and stewardship of the IT assets and resources used in the provision of IT services, ensuring compliance with all governance, legal and regulatory requirements.
  • Ensure that the needs of the organisation are met, both at strategic and tactical level, by provision of funding, resources, and an integrated organisation structure.
  • Contribute to, shape and influence business strategy and operational planning. Understand and align to industry best practice to ensure MBE IT strategy and planning are in line with corporate targets.
  • Accountable for the effective management of the team’s performance, ensuring they comply with the organisation’s governance policies and procedures.

The tasks described above, apply to all branches of MBE

In order to be successful in the role, you will need the following:

Skills and experience:

  • Bachelor degree (preferably Computer Science/other technical field from a leading university) and/or equivalent experience.
  • MBA or similar education and/or role-specific qualifications desirable.
  • Verbal and written communication skills in English are essential.
  • Combination of education and extensive experience within the field of IT governance & management, project portfolio management, and/or IT related financial control, in a Systems office of a Financial Services organisation.
  • Experience of driving enhanced stakeholder value, achieving sound financial discipline, implementing revenue growth and achieving cost reductions wherever possible.
  • Substantial management experience.
  • Proficient understanding of the principles, methods, techniques and tools for the preparation and monitoring of budgets to minimise costs and ensure cost-effectiveness.
  • Proficient in resource planning and management.
  • Strong understanding of system development terminologies is preferable.
